Legislative Requirements for Earthworks

Subsurface Utility Facilities Damage Prevention in Construction Earthworks: Overview and Legislation

The rapid urbanisation of Singapore in the past few decades has formed a spider web of subsurface utility facilities including power cables, street lighting, fiber optic and telecommunication cables, gas mains, water mains, sewer pipes, drainage system, signal cables (trac lights), etc. In many cases, MRT and road tunnels are also competing for the space. Damage to these facilities during construction work can incur significant financial and non-financial losses, disruptions in services to consumers and businesses as well as project delays. Legislation is introduced, inter alia, as one of the measures to minimise the frequency of occurrence of damage to these subsurface utility facilities.
