FAQs

Q: Who Needs to Attend the Top Executive WSH Programme (TEWP)?

A: By 1 Mar 2024, at least one top executive (CEO or Board Director responsible for WSH) from companies in construction, manufacturing, transport & storage, and marine industries must attend the TEWP. This is mandatory if your company’s SSIC is under these sectors or employs work pass holders in these categories.

 

Q: Is it Mandatory for the Entire Board or Just a Single Director to Attend TEWP?

A: Only one person from the organization, either the CEO or a Board Director responsible for WSH, needs to attend. More senior executives and all Board Directors are encouraged to participate.

 

Q: Does the Director Attending TEWP Need to be Registered with ACRA?

A: No, the director attending TEWP does not need to be registered as a director of the company in ACRA.

 

Q: Can a Project Director or Multiple Board Directors be Assigned for WSH Responsibilities?

A: Only a member of the Board of Directors, in addition to the Chief Executive, can be responsible for WSH principles and measures under the ACOP. Multiple Board Directors can be assigned for individual principles and measures.

 

Q: Is the TEWP Equivalent to bizSAFE Level 1?

A: No, TEWP is not the same as bizSAFE Level 1. It covers additional topics and is mandatory for CEOs and Board Directors in high-risk industries, regardless of bizSAFE Level 1 certification.

 

Q: Are There Any Exemptions or Alternative Courses to TEWP?

A: There are no exemptions or accepted alternatives to TEWP. Every company in high-risk sectors must have at least one senior corporate officer attend this programme.

 

Q: TEWP Programme Details: Duration, Cost, and Online Learning Options

A: TEWP is a three-hour programme. Cost is $108.00 for SCAL Members and $120.00 for Non-Members. Overseas executives can attend online through SCAL Academy.

 

Q: Can Other Corporate Officers like COO/CFO Attend in Place of the CEO?

A: They can attend only if they are appointed as Board Directors in charge of WSH.

 

Q: Declaration and Attendance Consistency

A: The person who submits the personal declaration must also attend the TEWP.

 

Q: Representation for Subsidiary Companies

A: A CEO or Board Director must represent their own company at TEWP. They cannot represent a subsidiary unless they are responsible for WSH in that subsidiary.

 

Q: Attendance for Multiple Entities

A: A CEO or Board Director overseeing multiple entities can fulfill the TEWP requirement for all those entities. This doesn't apply to subsidiaries with different CEOs or Board Directors.

 

Q: Non-Compliance Consequences

A: Companies have a three-month grace period to comply with TEWP attendance. After that, they must ensure at least one senior corporate officer responsible for WSH has attended the programme.

 

Q: I have registered for the TEWP programme. What are the next steps?

A: Upon registration for the TEWP programme, trainees will receive an email with instructions on how to access the SCA Trainee Portal. There, you will be required to submit the TEWP Declaration Form using SingPass for authentication. Additionally, the designated contact person will be sent an Industry Form. Both forms, along with the payment, must be completed for the release of class details to both the trainee and the contact person.

 

Q: Why have I not received the Declaration/Industry Form?

A: If you have not received the Declaration or Industry Form instruction Email, it's possible they were directed to your junk or spam folder. Please check these folders for any missed communications.

 

Q: I am unable to log in to the SCA Trainee Portal to fill out the declaration form.

A: To log in to the portal, use your trainee email as the username and the last 4 characters of your NRIC followed by your year of birth as the password (e.g., 123A2024).

 

Q: How can I complete the payment?

A: Payments can be made via bank transfer or PayNow

Important Note

Please be advised that as a registrant, you will be provided with a hyperlink to access a declaration form. This form is to be completed in order to declare your role within the firm. Please note that your registration will only be confirmed after successful submission of the declaration form at least one week before the scheduled date or before the class is full, whichever is earlier.

Course Administration

The Top Executive WSH Programme (TEWP) certificate of attendance will qualify the participant to apply for bizSAFE level 1 or for the newly appointed top management to maintain your company's bizSAFE status. bizSAFE status is valid for 6 months from the date of approval

In the event that there is a change of CEO/Top Management in the company, the newly appointed top management must attend this Top Executive WSH Programme (TEWP) / bizSAFE Level 1 Workshop as soon as possible if he/she has not attended one before to maintain the company’s bizSAFE status. This condition will apply regardless which bizSAFE Level (1 to Star) an enterprise is currently at.

It will be a legal requirement for every company in the Construction, Manufacturing, Transport & Storage and Marine industries to send at least one top executive (CEO or Board Director) responsible for WSH to complete the TEWP, either online or inperson, before 1 March 2024.

Certification

An e-Certificate of Attendance will be issued to participant who complete the course with 100% attendance. 

 

Replacement/Postponement

A notice of replacement / postponement together with the full particulars of the new participant (for replacement) must be given to us AT LEAST 3 working days before course commencement. A charge of S$50 (replacement) or S$100 (postponement) will be imposed on such changes. 

 

Cancellation

A notice of cancellation must be given at least 3 working days before commencement of the course and 50% of course fee will be charged /returned. If notice is given less than 3 working days before the first day of the course, there will be no refund/100% charged.
