Guidelines For Effective Implementation Of Flexible Work Arrangements (FWA) In The Workplace

Course Overview

With effect from 1 Dec, 2024, all employers in Singapore must fairly consider formal requests from employees for flexible work arrangements (FWAs) under the new Tripartite Guidelines on Flexible Work Arrangements.

The co-chairs for the FWA guidelines consist of the Minister of State for Manpower Gan Siow Huang; Singapore National Employers Federation honorary secretary Edwin Ng; and Yeo Wan Ling, assistant secretary-general at the National Trades Union Congress.

The rules which adopt a broad definition of FWAs beyond the flexi-place arrangements will cover formal requests for FWAs, and the processes to submit and evaluate these requests. Examples of such arrangements include staggered work hours, part-time work or job sharing.

“It must be the employers’ prerogative to decide if (an) FWA for a particular job is viable from a business point of view. That is a key principle that all tripartite partners subscribe to and the administrative burden under the Tripartite Guidelines on Flexible Work Arrangements is kept light to ensure all firms can comply.

Given the tight labor market conditions, flexible work arrangements are becoming increasingly important. FWA can help companies to better attract and retain talent, and harness the potential of groups such as seniors and individuals with family commitments to ensure that individuals can remain in the workforce amidst the labor market condition.
