What is the Career Conversion Programme (CCP)?

The Career Conversion Programme for Built Environment Professionals (CCPBEP) is part of Workforce Singapore’s (WSG) national initiative to support workforce transformation through structured reskilling pathways.

Administered by SCAL Academy, CCPBEP enables employers to:

  • Onboard mid-career professionals from adjacent sectors,

  • Reskill existing employees to meet emerging job demands, and

  • Tap into salary and training support of up to 90%, significantly reducing manpower costs.

 

Key Support Provided

  • Up to 90% salary support for eligible hires or reskilled employees

  • Up to 70% course fee subsidies for selected training programmes

  • Structured reskilling duration of 3 to 6 months

  • Covers over 7 major job families in the built environment, including BIM, quantity surveying, engineering, project and facilities management

Who is CCPBEP for?

The Career Conversion Programme for Built Environment Professionals (CCPBEP) supports both individuals looking to enter the built environment sector, and companies that are hiring or transforming their workforce.

 

For Individuals

If you are a mid-career Singaporean or Permanent Resident looking to enter the built environment sector, CCPBEP helps you make a successful career switch by:

  • Matching you to hiring employers with suitable job openings

  • Supporting your transition through structured on-the-job training and formal skills upgrading

  • Preparing you for roles in areas like digital project delivery, sustainable construction, and site or facilities management

 

 

Individual Eligibility:

  • Singapore Citizen or Permanent Resident

  • Aged 21 and above

  • Must have graduated or completed National Service at least 2 years before application

  • Not currently employed in a similar role in the built environment sector

 

Note: Individuals apply directly for CCPBEP and will be matched to participating companies by SCAL Academy.

 

For Companies (Both Tracks: Place-and-Train and Job Redesign Reskilling)

Companies can participate in CCPBEP in two ways:

  1. Hire and Train New Mid-Career Professionals (New Hire): Hire jobseekers and equip them with the skills needed to perform effectively in new roles.

  2. Reskill Existing Employees into New Roles (Job Redesign Reskilling): Identify current employees and support their transition into redesigned or higher-value job functions through structured training.

 

Company Eligibility:

  • Registered or incorporated in Singapore

  • Willing to commit to training plans and programme structure

  • For Job Redesign Reskilling: Must submit a transformation plan that outlines the redesigned role and intended outcomes

  • Must work with SCAL Academy and Workforce Singapore to ensure programme compliance

Job Roles Covered Under CCPBEP

CCPBEP supports a wide range of roles across the built environment value chain — from design and engineering to construction, digital delivery, and facilities management. The roles have been mapped to current and emerging industry needs, especially in areas such as digitalisation, sustainability, and integrated project delivery.

Programme Tracks Under CCPBEP

Companies can participate in CCPBEP through two flexible tracks, depending on their workforce needs. Whether you're hiring new mid-career talent or reskilling your existing team, both tracks offer substantial government funding support to reduce cost and risk.

 

Track 1: New Hires (Place-and-Train)

Designed for companies looking to hire and train new mid-career professionals for critical roles.

This track helps employers fill manpower gaps by hiring jobseekers outside the built environment sector. Candidates undergo structured training while on the job, allowing companies to build role-ready talent cost-effectively.

 

How It Works:

  1. Identify your hiring needs – Determine which roles require skilled professionals.

  2. Hire from the CCPBEP candidate pool – SCAL Academy provides pre-screened candidates for selection.

  3. Receive up to 90% salary support – Funding offsets salary costs for the first 6 months.

  4. Upskill new hires with industry-relevant training – Select courses from a SkillsFuture Singapore (SSG) whitelisted list and receive 70% course fee subsidies.

 

Track 2: Job Redesign Reskilling (JRR)

Designed for companies undergoing transformation and looking to reskill current employees into new or evolving roles.

Rather than hiring externally, companies can upskill loyal staff to meet changing operational demands — for example, transitioning site engineers into BIM or digital delivery roles.

 

How It Works:

  1. Identify employees for reskilling – Select full-time staff whose roles are evolving.

  2. Submit a business transformation and training plan – SCAL Academy will assess and approve the application.

  3. Receive up to 90% salary support – Funding covers salaries for 3 months during training.

  4. Enroll employees in relevant training courses – Choose from the approved course list and receive up to 70% course fee subsidies.

 

Understanding Funding Support

CCPBEP offers companies two key types of support to ease the cost of hiring or reskilling: Salary Support and Training Support. These are administered by Workforce Singapore (WSG) and coordinated through SCAL Academy.

 

Salary Support 

Salary support is calculated based on a percentage of the employee’s monthly salary, but disbursed as a lump sum at the end of the support period (e.g. 3 or 6 months).

 

How It Works:

  • WSG reimburses up to 70% or 90% of the employee’s monthly salary, depending on the candidate’s profile

  • The support is capped at $5,000/month (for 70%) or $7,500/month (for 90%)

  • The total amount is calculated based on the approved monthly salary × support rate × number of funded months

  • The full amount is disbursed in one lump sum after the completion of the agreed training period

Example:

You hire a Project Manager at $5,000/month under the New Hires (Place-and-Train) track. The employee is below 40 years old, so your company qualifies for 70% salary support for 6 months.

  • 70% of $5,000 = $3,500/month

  • $3,500 × 6 months = $21,000 total salary support

 

Your company pays the full salary monthly, and after 6 months, WSG reimburses $21,000 in a single lump sum (subject to completion of programme milestones and proper claims submission).

If the employee is 40 years old or older (or has been unemployed for 6+ months), your company may receive up to 90% salary support, which would be $4,500/month or $27,000 over 6 months, capped accordingly.

 

Training Support

 

In addition to salary reimbursement, companies enjoy up to 70% training subsidy for courses selected from a SkillsFuture Singapore (SSG)-approved whitelist.

 

These courses are relevant to the role being hired or redesigned and can include training in:

  • BIM and digital delivery

  • Project and site management

  • Facilities and sustainability

  • Production and DFMA processes

For Companies Hiring New Talent (Place-and-Train Track)

  1. Submit an Interest Form
    Express your hiring needs through SCAL Academy's CCPBEP interest form.

  2. Receive Pre-screened Candidates
    SCAL Academy will match you with mid-career jobseekers who meet your role requirements.

  3. Interview and Select Candidates
    Shortlisted candidates are interviewed and selected by your team.

  4. Sign Funding Agreement
    Finalise the CCPBEP agreement and confirm the start of the 6-month training period.

  5. Enroll in Training
    Enrol your new hire in relevant whitelisted courses (with up to 70% training subsidy).

  6. Claim Salary Support
    After 6 months, submit all required documents for lump-sum reimbursement.

 

For Companies Reskilling Employees (Job Redesign Reskilling Track)

  1. Identify Employees for Reskilling
    Select full-time staff whose roles are evolving due to business transformation.

  2. Submit a Business Transformation Plan
    Outline the current and future job roles, training needs, and learning outcomes.

  3. SCAL Academy Evaluation
    SCAL Academy and WSG review and approve your proposal.

  4. Sign Funding Agreement
    Confirm the terms of support and begin the 3-month training programme.

  5. Enroll in Training
    Employees undergo role-relevant training with up to 70% subsidy.

  6. Claim Salary Support
    Submit claims and receive the lump-sum salary support after the 3-month period.
